Home Secretary Shabana Mahmood has positioned herself at the centre of a debate over the fairness of the UK’s legal migration system.

Speaking at the Labour Party conference in September, Mahmood referenced her parents’ journey from rural Kashmir and framed her policy aim as “fair to those who seek a new and better life here, like my parents did. And fair to those already here, including British workers, and especially the young.”

The debate comes amid record legal immigration and heightened visibility of Reform UK in national politics.

Labour seeks to demonstrate responsiveness to public concerns about the scale of arrivals, while opponents argue the party is showing weakness.

In November, Mahmood unveiled a plan titled “a fairer pathway to settlement,” promising to seek public opinion through a consultation.

The consultation attracted roughly 200,000 participants, with about 140,000 of those responses coming directly from visa holders, according to a Whitehall source who described the exercise as “colossal” and “genuine.”

Mahmood has said the surge in migration compelled action, noting that “between 2021 and 2024, we have seen net migration of an additional 2.6 million people. Around one in every 30 people in this country today arrived in these four years.” Critics have labelled this trend the “Boriswave,” referencing changes made under former Prime Minister Boris Johnson.

Over the weekend, BBC journalist Iain Watson reported that parts of Mahmood’s original plan are being revised, reflecting ongoing political pressure.

How the revised settlement rules will be received remains to be seen.
