Wow! The long‑awaited investigation into Hong Kong’s deadliest fire has finally been released.

The independent committee’s two‑volume, 1,154‑page report concludes that a lit cigarette ignited an “abundant fuel” of combustible materials at Wang Fuk Court, leading to a blaze that claimed 168 lives and forced thousands from their homes.

Human fault was deemed a decisive factor, with the report naming the main contractor responsible for the estate’s renovations, the project consultant, and inspector Wilson Ng Yeuk for severe negligence and unsafe building procedures.

Four government bodies are also held to account: the Buildings Department, the Housing Bureau’s Independent Checking Unit, the Fire Services Department and the Labour Department.

Unbelievable. Without those combined failures, the tragedy “would not have killed so many people, or happened at all,” the report states.

The findings underscore a stark need for stricter oversight and safer construction practices in Hong Kong’s housing sector.
